The official registry is at sex-offender.vsp.virginia.gov/sor. A second portal is at vspsor.com. Both access the same database at no cost.

Norfolk spans many zip codes. Use 23501 through 23523, 23529, 23541, or 23551 to search by area. You can also search by city name or enter a street address with a radius up to five miles. Results show each registrant's name, current address, photo, date of birth, offense, and tier level. Norfolk has approximately 800 to 900 registered sex offenders, making it one of the highest counts in Virginia due to the city's size and density. The database updates daily on weekdays.

For cross-state searches, the National Sex Offender Public Website (NSOPW) covers all 50 states. Naval Station Norfolk brings personnel from across the country, so this tool is useful for checking registration histories from other states. Contact VSP at (804) 674-2825 or sor.vsp@vsp.virginia.gov for questions about specific Norfolk listings.

Norfolk Police Department

The Norfolk Police Department is at 3661 E. Virginia Beach Boulevard, Norfolk, VA 23502. Non-emergency: (757) 441-5610. A second number is (757) 664-3277. Chief Larry D. Boone leads the department. The department's site is at norfolk.gov/departments/police-department. The main facility at 100 Brooke Avenue, Norfolk, VA 23510 also serves residents. Officers are on duty 24 hours a day.

The department has a Special Victims Unit focused on sexual assaults and sex crimes. This unit coordinates directly with the Virginia State Police on registry compliance. Regular address verification is conducted citywide. Norfolk enforces a 500-foot restriction keeping qualifying Tier III offenders away from schools, daycares, and parks. The department also runs a community notification program to alert residents when new offenders register in specific neighborhoods.

Fingerprinting for registry compliance costs $20.00 and is available at the department. FOIA requests and records copies are handled by the Records Section. The department coordinates with Naval Station Norfolk security for personnel living on base who are required to register, as military installations have their own reporting processes in addition to the state registry requirements.

Norfolk Sheriff's Office

The Norfolk Sheriff's Office is at 811 East City Hall Avenue, Norfolk, VA 23510. Phone: (757) 664-4700. The sheriff's office operates the Norfolk City Jail. It also handles court security for Norfolk courts and processes civil paperwork. The official site is at norfolksheriff.com.

Offenders released from the Norfolk City Jail who are required to register must complete or update their registration before or at the time of release. The sheriff's office coordinates with the Virginia State Police to ensure this step is completed at the facility level. Fingerprinting services for registry compliance are available through the sheriff's office as well.

The Sheriff's Office also maintains records of protective orders issued by Norfolk courts. When a protective order involves a registered offender, the sheriff's office coordinates enforcement with the police department and the clerk of court. Records of these orders are accessible through the circuit court clerk during regular business hours.

Virginia Sex Offender Registration Law

The law governing registration is at Virginia Code Title 9.1, Chapter 9. Full statutory text is also at law.justia.com/codes/virginia/title-9-1/chapter-9. Three tiers apply statewide. Tier I: annual registration for 15 years. Tier II: annual registration for 25 years. Tier III: registration every 90 days for life.

Registration must happen within three days of release from incarceration or within three days of sentencing if no jail time was ordered. Address changes must be reported within three days. Email and internet username changes must be reported within 30 minutes. Leaving Virginia for more than 10 days requires advance notice to the State Police.

Failure to register is a Class 1 misdemeanor for Tier I and Tier II, with up to 12 months in jail and a $2,500 fine. For Tier III, it is a Class 6 felony with one to five years in prison. Given Norfolk's large population and high offender count, both the Police Department and the Sheriff's Office monitor compliance aggressively.

Registry Use and Public Safety

Virginia law makes sex offender registry information available to the public to help protect communities. You can use the registry to check if an offender lives near your home, school, or workplace. The National Sex Offender Public Website at nsopw.gov also lets you search across all states at once. This is useful when checking on someone who may have moved to Virginia from out of state. The Virginia Department of Criminal Justice Services at dcjs.virginia.gov has more information about the registry program and community safety resources available to local agencies.

Note: Registry information is for public safety purposes only. Using it to harass or intimidate an offender is prohibited under Virginia law and can result in criminal charges.

How to Read Registry Results

When you search the Virginia State Police registry, each result shows a set of standard fields. You will see the offender's full name and any aliases. The current address appears below the name. If the offender's photo is on file, it shows on the left side of the result. The conviction offense is listed, along with the date of conviction and the locality where the case was heard. The tier level appears near the top of each entry. Tier I is the lowest risk, Tier III the highest. All of this information comes directly from state police records and is updated each business day.
